Hello,
I just downloaded and installed update 4 on r2019b version of matlab. I got an error that said it was an unexpected failure of a download. I try now to open the program and see a window box that says
" MATLAB.exe - System Error
The code execution cannot preceed because libmwfl.dll was not found. Reinstalling the program may fix this problem."
oddly that window after closing it opened up 2 more times for a total of 3 times. Then another dll error code pops up saying " icuio61.dll was not found".
Do I really have to download and install the program again? or is thier another way?

Update 4 worked for me without problems just now, however some previous R2019b updates did not.
My solution then was to uninstall and reinstall MATLAB, then try the update again.
(Happily I did not have to do that this time!)

I'm also getting this error after unsuccessful attempt of installing update 4 for R2019b and haven't been able to fix it (I did not try full reinstall yet). Looks like there is indeed a problem with this update and I'm also looking for a solution.

I also started to experience this problem after installing Update 4 for R2019b on Windows 10 64-bit.
When trying to start MATLAB, I get a "MATLAB.exe - System Error" dialog with "The program can't start because libmwfl.dll is missing from your computer. Try reinstalling the program to fix this problem."
Given that installing MATLAB takes upwards of 6-8 hours, I'm not eager to do this, especially if there's no guarantee (other than not installing Update 4?) of avoiding this.

I am also experiencing the same issue. If this issue persists for the update, it would be advisable if the notification were not shown until this bug gets fixed.

We had this issue when I started the Update 4 install on a shared computer and left for the weekend. Another user got these dll errors (libmwfl.dll and icuio61.dll), but when I closed the install window and let it open matlab, it opened fine, and the error is gone for the other user, too.

I see Update 5 is available as of March 10. Has anyone who experienced issues with Update 4 tried it? If so, with what result?

I also experienced this problem. After several trys I found a way which seems working.
I searched the "libmwfl.dll" in my disk and found it in the windows system TMP folder under "xxx\bin\win64", together with another reported missing DLL "icuio61.dll". I copied libmwfl.dll and icuio61.dll to matlab corresponding path and ran it again. There's no errors concerning these 2 files but appeared a new one. So finally I copied back all 14 DLLs I found in the system TMP folder to matlab x\bin\win64 folder replacing all same ones. Then I launched the application successfully.
I suggest firstly just recover the libmwfl.dll and icuio61.dll (or else reported. If it does't work then recover all DLLs you find in TMP.
Hope this will help.

Instead of unistalling the program is, go to start search for "%temp%" , this will let you open the temp folder, search "dll" files in that folder, copy all the dll files to C:\Program Files\MATLAB\R2019b\bin\win64, and this should solve the problem.

Thank you Star Strider, I did have to uninstall the program. interestingly I got a similar error code when trying to both unistall through windows and by selecting the unistall program in the matlab directory. To solve this I had to manually erase the whole folder called MATLAB in the program files location. I then erased the temporary file created after running the matlab installer. I then ran the matlab installer again and installed just the basic program and seems to work so far.

There are files that need to be manually deleted after a successful uninstall.
