The detail of heuristic procedure used by Matlab

It is stated here: "the software uses a heuristic procedure to select the scale value. The heuristic procedure uses subsampling." but did not talk in detail what are the steps of heuristic procedure used to find the kernel scale.
Any thought?

Is the scale value the constant of the kernel? For example in linear kernel like ax+b, a and b are scale values?
