ButtonDownFcn outside a figure

Is there a way to create an event handler that respond to any mouse Clicking (regardless of the position of the mouse pointer) by the user even if it is outside the figure region?

There are many different approaches to do this. Please explain what you want to achieve and which operating system you are using.
