Creating 3D Scenario from Aerial Image (Mathworks Road Runner)

Hello,
I got to know that Road Runner tool is used to design 3D scenes for simulating and testing automated driving systems. I also come to know that, tool has an option to import Aerial Images through "GIS Import" function. In case if we get Aerial images of scenario data (with Traffic vehicles movement and environment) then, can we create the 3D scenes just by importing these Aerial Images inRoad runner toolbox? or If not, what are the other steps that needs to be followed to create scenarios? Please do let me know.

As of the date of this answer, MathWorks has released following tools that can help you for scenario generation from real world sensor data (lidar/radar/camera/GPS/IMU), This link has several additional links to more specific usecases:
Specifically, using Camera and GPS data, you can create RoadRunner scenes as per the link here:
This link will help you import GIS data to RoadRunner to create roads:
