does anyone know how to code this difference equation? I am suppose to use a filter function to expand the summation but i am not sure how?

Have a look at the following link for the documentation on the ‘filter’ function:
https://www.mathworks.com/help/matlab/ref/filter.html
The first example of ‘Moving-Average Filter’ in the documentation is very similar to your issue.
