Dynare and Matlab Online

Is it possible to use Dynare with Matlab Online. If so, how can I use it?

The normal package needs to be root to install, as it installs inside system directories.

In theory you could download the sources and build it, but if you look at https://packages.debian.org/sid/dynare you will see there are fair number of packages that would also have to be installed. And you do not have access to a package manager, so you would either have to install one in MATLAB Online or else build all of those yourself...
