Something like this

function tf = isWithinTolerance(specified_resistance, measured_resistance, tolerance)
    lb = specified_resistance*(1-tolerance);
    ub = specified_resistance*(1+tolerance);
    if (lb<measured_resistance) && (measured_resistance<ub)
        tf = true;
    else
        tf = false
    end
end
