Proactive Routing Protocol in MANET

Dear Sir/Madam

How can I develop proactive routing algorithm for Mobile Ad Hoc network. I need help on generating packets and sending them from source to destination and verify the reception at receiver end.

I also need to schedule packets at each node. So can you please let me know.
