Am doing sign language recognition from a video.how can i make video into frame and detect the most occured 3 frames?

my input is a video having 3 letter sign language word.my aim is to get 3 sign letters from this video. Thanks..

Which of the sign languages ? The choice will determine the complexity of movement that needs to be analyzed.

I've always wondered what the "use case" for this is. If you can hear, you just listen to the sounds. If you can't hear, you can just watch the sign language video. What is the need to translate a video into text so you can read it?

@Image Analyst The need to translate arises because everyone here does not sign language know except dumb and deaf people. This translation will help normal persons to understand sign language and thus reduce the communication gap between disable and normal persons.
