Grouping wind data based on direction?

I have a large amount of wind data organised in in the format:

v=[speeds directions]

Where speeds in the wind speed and directions is the speeds corresponding angle from north.

I want to filter the data depending on direction, so it is just a matrix of speeds and directions from a select range of angles for example 180-210 degrees only.

Does anyone have any idea of how to do this?
