Using a for loop to create an array of values from the function of two vectors

I'm completely new to MATLAB and can't for the life of me figure out how to use for loops correctly. Been looking at this question for hours, and I know what I need to do, just not how to translate it into the required code

For homework Q?, show us what you've done so far and then ask specific Q? regarding where you got stuck...
HINT: start at the inside out here; solve the pieces you do know how to do and then putting it together should be more apparent.
BTW: While instructed to use a loop here, and using one instead of doubly-nested is some progress, the code can amd should be written w/o explicit looping. Hopefully your instructor will move on to that shortly...
