when will the new licence manager server be available?

Hello all,
i received a email from mathworks stating that for R2013b release a new licence manager (flex???) will be needed in addition to a new licence file format.
"MathWorks is providing this information to help you plan for any changes to your software update process for R2013b."
to have a proper plan, shouldn't the licence manager be available sooner than the R2013b?
