UPDATED ANSWER
I've reproduced this issue when userPrompt has two strings, e.g.) text area contains line breaks.
You might add join command to combine multiple lines into one string array.
userPrompt = app.whatdoyouwanttosayTextArea.Value;
userPrompt = string(userPrompt);
userPrompt = join(userPrompt); % combine multiple lines in to one string array
NET.addAssembly('System.Speech');
speak = System.Speech.Synthesis.SpeechSynthesizer;
speak.Volume = 100;
Speak(speak, userPrompt);
ORIGINAL ANSWER
Are you using another .NET or Java library which also uses Speak function?
How about the following?
speak.Speak(userPrompt);

thank you for your answer
i am still getting the same error
it seems whatdoyouwanttosaytextarea.value can not be converted to a string to match the signature, what do you think

I understood. Could you tell us your MATLAB version? I've tested your code in R2020b and R2021a but works without an error.

All right. Could you place a breakpoint on line NET.addAssembly('System.Speech'); and check the userPrompt variable is exactly a string type?

Looks good to me. Could you mousehover the userPrompt in line 17 and confirm the data type?
For example,

okay i right clicked on it and set the condition userPrompt == string
and it stops on the line when i click continue then it gives me that same error

actually it is a 2 by 1 string array, does it have to be 1 by 1

it worked, yes its supposed to be a 1by 1 array

All right, I understand this issue occurs when the TextArea contains multiple lines. I've updated my answer.
