what will be the code for universal time in floating point days for the date1/1/2014 on 00:00:00 with reference time and date since 00:00:00 on 1/1/2000

reference time:00:00:00; time format:hr:min:sec
as i have to calculate for indian region time +5:30 thats why already given universal time as 00:00:00 for date 1/1/2014

The easiest way to create a variable to represent that date will be the datetime function. The caldays function may also be of use to you. See the documentation pages for those two functions for more information on how to use them, including some examples that you should be able to adapt.

Can you show us the code you've written to this point?
I think what you want to use is between but I'm not certain.
