how do i unable a GUI to fit the screens irrespective of resolution?

I have created a GUI, now I want it to fit in all the screens irrespective of the resolution. Please suggest some ways to do it.
Means if i want to change the system and the resolution is different in both the system the GUI should fit in the same way in both the systems.

Please confirm that you want your GUI to be able to fit on a 480 x 320 display, and you also want your GUI to be able to fit on a 6016 x 3384 display.
