How to upsample a picture with initial values?

I would like to upsample a matrix, to increase the resolution of a picture, in the way that the upsampled picture has the initial value (1x1) on 4x4. Any help?

MATLAB as an inbuilt function to do this for you. Let me know if you need any other help.
