I would suggest to look for links that say something like subscribe, follow, sign up, create an account, etc. If you don't see that, then find the "Contact Us" link (which will almost certainly be there somewhere) and ask the forum moderators or software publisher.

With a little googling, I think you are looking for the Power System Analysis Toolbox forum. This is not a MathWorks-owned forum.

All information I see points to a yahoo group. However, Yahoo has discontinued their groups. I recommend you contact the creator of the forum to see if it has been relocated elsewhere. See here.
