I'd like to install add-ons using the command line to automate this step in our Matlab Docker image (where no GUI is available). Is there anyway to achieve this?

It is possible, using matlab.addons.install()
However, this requires having the mltbx file. If you do not already have the correct file on hand, you will have to download it from Mathworks.
... Which can be a bit of a challenge, as the MATLAB version of the file names do not have much relationships to the readable name of the add-ons. You can use File Exchange to locate a contribution and get read the file name out of the download link.

Thanks for the quick response. Is it possible to get official matlab toolboxes as well? For example, Parallel Computing Toolbox.

MATLAB products use a different installation procedure that requires shutting down MATLAB and invoking the installer. That being the case, you are probably just as well off using the "silent install"; https://www.mathworks.com/help/install/ug/install-noninteractively-silent-installation.html
