binning a point cloud, 3D scattered data, in the X-Y plane

Take a set of XYZ points, and returns average Z values for corresponding bins in X & Y planes.

Imagine you have a cloud of XYZ points. You want to determine the average Z value along with its standard deviation for a grid in the X-Y planes.

The algorithm is fully vectorized, so there are no nested for loops.
