I don't use Neural Networks - you'll have to wait until Greg Heath sees this., or else check the File Exchange.

You could also check VisionBib which has all kinds of handwritten OCR articles. Perhaps one of them uses Neural networks.

You didn't specify the format: Print or Handwritten ?

Anyway, I can't add much more than what IA and SS have recommended.

Another source might be comp.ai.neural-nets. However, there is no restriction on which language is used.
