I want to measure the switching transition time, Which is obtained from picoscope oscilloscope and imported in matlab.The overall graph is shown in zoom overview.

The Signal Processing Toolbox has several functions that could do what you want, one such is the risetime function.
Others are linked to in that documentation.

Thank you for taking time to answer.
Since the wave form has several fluctations in square waveform. We are not able to figure out the time transition of square. The value obtained from these commands are very sensitive to small values. So kindly guide me.

Filter the data to remove the noise. This will likely require a bandpass filter. Calcualte and plot the fft of the signal to determine the best values for the passband frequencies.
