HDL Coder Support Package for Intel FPGA and SoC Devices Setup

I am trying to go through the hardware setup for the HDL Coder Support Package for Intel FPGA and SoC Devices. I get to the step where it attempts to validate Intel SoC FPGA EDS Tools and I get this error:

I'm not sure why it isn't able to open this file because I verified that it exists on my hard drive and I am able to open it with a text editor. Why is MATLAB unable to open it?
